Reference is made to the press conference held by the Ministry of Digital Economy and Society, the Office of the Personal Data Protection Committee (PDPC), and relevant agencies on 24 November 2025, regarding the order to suspend operations and delete data of 1.2 million individuals in the case of iris scanning in exchange for coins, which was found to be non-compliant with PDPA principles. The key points are as follows:
The business provider of iris scanning in exchange for Worldcoin (WLD) tokens failed to completely notify the objectives for consent requests, and such action falls within the scope of improper consent requests under the Personal Data Protection Act B.E. 2562 (2019) (PDPA); and
The PDPC proposed the case to the Expert Committee and issued an administrative order to immediately suspend the operations of the said project, including the deletion of all collected iris scan data, while considering appropriate penalties.
Given that the aforementioned press conference involves legal issues concerning the project of the digital asset issuer named Worldcoin (WLD), which is considered important information and may affect the rights and benefits of users; therefore, Bitkub Online Co., Ltd.
